Chinese Nationals Arrested in California for Cargo Scheme

A recently uncovered Chinese smuggling ring is just scratching the surface of China disrespecting American laws and bringing crime to our country.

Two Chinese nationals residing in Los Angeles have been caught red-handed running a sophisticated smuggling ring that’s just a microcosm of a much larger issue. Zhongliang Wang, 39, and Chenyu Zhao, 31, were orchestrating a bold scheme right under our noses, manipulating cargo shipments at the ports of Los Angeles and Long Beach. Their operation involved swapping out inspected cargo with counterfeit goods, which were then passed through with fraudulent security seals, all to dodge the vigilant eyes of U.S. Customs and Border Protection.

This act was not just a one-off but part of a troubling pattern where Chinese nationals believe they can exploit American systems to their benefit. The criminals’ plot, initiated in July 2023, represents a direct attack not only on American commerce but on the trust of American consumers. U.S. Attorney Joseph McNally has rightly emphasized the critical task of protecting our nation’s borders from such smuggling activities. This incident underscores a persistent vulnerability in our trade system, one that these criminals exploited with alarming ease and boldness.

What’s particularly alarming is the scale of this issue. In 2024 alone, U.S. Customs seized more than 32 million counterfeit items worth over $5.4 billion if sold as genuine. Astonishingly, about 90% of these counterfeit goods originated from China and Hong Kong, revealing a massive, coordinated effort to undermine American businesses and flood our markets with fake products.

The broader implications of these actions are clear. There’s a pervasive attitude among certain criminal elements within China that they can operate with impunity, targeting American soil for their illegal enterprises. Whether it’s smuggling, IP theft, or cyber espionage, the pattern is unmistakable and deeply concerning.
